Fircrest School-Nursing Facilities: Replacement

The 2017-19 enacted budget appropriated funding for a predesign to replace the nursing facilities at Fircrest School. The Y buildings where nursing clients are housed contain failing water, sewer and electrical systems. Building configuration does not comply with one-to-one, bedroom-to-client ratio requirements and poses client accessibility issues in the toilet and bathing areas. In addition, there is no vacant nursing space where nursing clients can be relocated in the event of an emergency. This funding will take the project into the design phase, which will help produce a new 120-bed nursing facility and help meet the projected future demand for nursing. In addition, alternative financing is authorized for the construction phase. This project includes demolition of the Y buildings and design and construction of a laundry facility.

Eastern State Hospital-Westlake: New HVAC DDC Controls

The controls for the heating ventilation and air conditioning system at Westlake Hospital are failing. The system is no longer capable of controlling indoor temperatures in the hospital. This leads to an uncomfortable and challenging indoor environment for patients and staff. Maintaining an appropriate temperature is a requirement for maintaining certification from the Centers for Medicare and Medicaid Services. This project upgrades the heating ventilation and air conditioning controls system to a full Direct Digital Control system in the Westlake Building, including all valves and controls, and installs supply and return temperature sensors. A reappropriation of funds is also granted.

Western State Hospital-Multiple Buildings: Elevator Modernization

The elevators at Western State Hospital are beyond their useful life. An external consultant found deficiencies such as noncompliance with Americans with Disabilities Act requirements and other features, including operation controls, rope grippers and outdated, unreliable door operators. This project will modernize one elevator in Building 9, two elevators in Building 17, two elevators in Building 20 and one elevator in Building 16. Reappropriation funding is also granted to complete modernization of the seven elevators funded in 2019-21.

Fircrest School: Campus Master Plan & Rezone

In 2015, the Legislature funded a master plan specific to the current and future requirements of Fircrest School. The master plan identified excess properties that will need to be rezoned for future development. The future development of the Fircrest campus will be informed by completion of the Fircrest School Land Use Assessment (Project 92000035), which will be submitted to the Legislature in January 2021. The Department of Social and Health Services will need additional funds to complete the master plan and rezone once the enacted budget has established future development opportunities to be pursued. Funding is provided to complete the master plan and rezone of the campus with the city of Shoreline. A reappropriation of funds is also granted.

Eastern State Hospital: Emergency Electrical System Upgrades

The Joint Commission requires hospitals to have three separate power branches within the hospital. These branches include Life-Safety, Critical and Equipment. Funding is provided for emergency electrical systems to better care for patients during extended power outages. This includes adding outlets and lighting to the emergency electrical circuit in patient care areas, including day rooms, exam rooms, galleys and dining rooms. It also adds outlets and lighting in patient care support areas such as the central nursing ward offices, medical records area, telecommunication rooms and refrigeration in the central kitchen. A reappropriation of funds is also granted.

Western State Hospital-Multiple Buildings: Fire Doors Replacement

The fire door assemblies at Western State Hospital have exceeded their functional service life and some have failed. This project will replace approximately 300 fire doors throughout the hospital that need to be brought up to code and will serve the facility with an expected service life of more than 50 years. Special Commitment Center: Strategic Master Plan

Child Study and Treatment Center-Ketron: LSA Expansion

The Adult Therapy Building at Eastern State Hospital provides therapyto patients to meet accreditation and certification requirements, including the requirement of the Centers for Medicare and Medicaid Services to maintain an appropriate temperate. The building was originally constructed in 1962 and still has the original electrical, heating and piping system. The current air conditioning system is inadequate, unreliable and only serves portions of the building’s lower level. Funding is provided to install an air conditioning system, and to upgrade the electrical panels, breakers and hot water system.

Eastern State Hospital: Integrated Safety & Security Controls

The electronic safety and security systems at Eastern State Hospital campus are a mix of disjointed systems installed at different times. There is no link between the different systems and no central monitoring. The campus central control station cannot communicate properly to some safety and security situations. Funding is provided for a predesign for a comprehensive electronic Integrated Safety System at Eastern State and Westlake hospitals. The system will include a duress alarm system, building security and safety monitoring systems, building access control, annunciation and communication system, and a staff and patient locating system.

Maple Lane-Columbia Cottage: Behavioral Health Expansion

One of the barriers to meeting this requirement is that DSHS operates fewer competency restoration beds than is necessary to meet demand. Funding is provided to renovate the Columbia Cottage at Maple Lane, which will operate as a 30-bed satellite location for Western State Hospital to house patients found not guilty by reason of insanity. This project creates 30 beds of competency restoration capacity by relocating these patients from Western State Hospital to Columbia Cottage, allowing their vacated beds at Western State Hospital to be repurposed for competency restoration patients.

Transitional Care Center-Main Building: Patient Rooms Cooling

Lakeland Village: New Solar Farm

Funding is provided to install a solar farm at Lakeland Village that will supply a substantial source of renewable energy for the three facilities located on the Medical Lake campus. This solar farm support infrastructure may also be used as a carport-type structure that can shield vehicles from the elements of sun, snow and rain. Five campuses across DSHS and the Department of Children, Youth, and Families have failing fire alarm systems that cannot be repaired. The 2019-21 capital budget appropriated funding that consolidated multiple fire alarm project requests into this project for shared savings. This replaced all fire alarm panels and devices at Echo Glen Children’s Center using existing campus infrastructure, and updated the existing fire alarm system at Lakeland Village. However, an electrical engineering assessment identified the need to replace the fire alarm fiber optic systems at Fircrest School, Rainier School and Western State Hospital, which consequently did not allow for inclusion of the fire alarm devices in the project budget at those campuses. This project provides funding to install the fire alarm devices at these three remaining campuses. A reappropriation of funds is also granted.

Western State Hospital: New Forensic Hospital

Western State Hospital is an outdated facility that is not suitable for a modern treatment setting and poses potential risks to staff and patient safety. Funding is provided to design a new, code compliant, 350-bed Forensic Center of Excellence on the site of Building 21 at the Western State Hospital campus. Building 21 currently houses approximately 45 patients found not guilty by reason of insanity and 122 civil patients. The civil patients in Building 21 will be relocated to smaller, community-based facilities as part of the Governor’s plan to transform the statewide behavioral health system, and the patients found not guilty by reason of insanity may be relocated to other buildings at Western State Hospital. Funding is also provided to demolish buildings 10, 11, 12, 13, 15, 21, 23, 24, 25 and 26. A reappropriation of funds is also granted.

Western State Hospital Treatment & Recovery Center

This treatment space will work in conjunction with the new 350-bed forensic hospital, which plans for the continued use of Building 29 for patients found not guilty by reason of insanity. A reappropriation is also granted to complete the addition of a gymnasium and outdoor courtyards funded in the 2019-21 biennium.

Fircrest School Adult Training Program

The adult training program at Fircrest School is housed in six connected wood-framed buildings that provide programming for clients with developmental disabilities. The buildings are aged, in structural distress, plagued by asbestos and have no mechanical ventilation systems, which pose potential health and safety issues. Design funding was provided in the 2020 supplemental budget to renovate Building 66, along with the requirement to plan for accommodating all activities of the adult training program building located in the northeast section of the campus, and the activities currently housed in the activities building located northwest of building 66. This funding is provided to remodel Building 66 as the new home for client training, habilitation, supporting services and gymnasium space. A reappropriation of funds is also granted to continue design.
